What is your 13-step cycle?
Every project follows a milestoned cycle of 4 phases and 13 steps, from the idea to the first sale collected. The promoter never buys the whole cycle: they choose the standard pathway that matches the actual stage of their project, among seven cycle pathways:
- PT-01 Pre-qualify: check whether the idea holds up while nothing is formalised yet.
- PT-02 Decide to invest: formalise the concept and decide whether to commit capital, and how much.
- PT-03 Design the tool: precisely size the production tool or the processing unit.
- PT-04 Finance: structure the bankable file and raise funds on the best terms.
- PT-05 Build and accept: steer the works and protect the promoter from site contractors.
- PT-06 Operate and hold: secure the operational performance of the farm or livestock operation.
- PT-07 Sell and collect: organise market entry, sell the production and grow into export.
What is the PTE-R model?
The PTE-R model is the firm's economic doctrine, summed up by our motto — « Produire pour la Demande. Transformer pour la Valeur. Exporter pour l'Impact. Résister pour la Durée. » ("Produce for Demand. Transform for Value. Export for Impact. Resist to Last."):
- Produce for Demand: align volumes and productions with real market needs to avoid unsold stock.
- Transform for Value: process raw materials locally to maximise margins.
- Export for Impact: reach the well-paying regional and international markets to strengthen competitiveness.
- Resist to Last: a project only creates value if it keeps producing, sourcing and delivering despite disruptions. Resilience is not a precaution: it is a condition of performance.
What is the difference between your cycle pathways and your cross-cutting pathways?
The seven cycle pathways (PT-01 to PT-07) are sequential: you choose the one matching your project's stage. The four cross-cutting pathways (PT-08 to PT-11) can be added at any time, whatever your step:
- PT-08 File review: assess whether your existing business plan would pass a credit committee.
- PT-09 Turn around: diagnose a struggling operation and propose emergency corrective measures.
- PT-10 Compliance and ESG: meet the environmental, social and governance criteria of funders, and prepare sector certifications.
- PT-11 Capacity building: train and empower your technical and operational teams.

How can I assess the maturity of my idea for free? What is AGROBOUSSOLE?

AGROBOUSSOLE, our pre-qualification service, goes further: it assesses the maturity of your idea and the exposure of your site — two independent results — then delivers a pre-qualification opinion within 48 hours: free mini-assessment, simple opinion at 25,000 FCFA incl. tax, full opinion validated by an expert at 100,000 FCFA incl. tax.
What are your lead times, and how does the file opening work?
Submitting your request online is free and without commitment. Our teams give you a first response within 48 business hours.
The mission quote is only established after the official file opening (FOD — file-opening fees): our engineers then examine your specific data and build a budgeted roadmap in FCFA, formalised by a project-owner assistance (AMO) or engineering (MOE) agreement, with milestones and an escrow account.

Land security & risk management
How does Agrovita reduce land risks in Cameroon?
Land is a major challenge in Cameroon — the country scores 2.5/5 on property rights in the World Bank's CPIA 2025 assessment. Three safeguards protect our promoters:
- Legal validation (OHADA framework): analysis of the strength of titles and leases under security-interest law, so the asset can serve as bank collateral.
- PT-10 Compliance and ESG pathway: audit of social impacts and local governance to prevent neighbourhood disputes and customary claims.
- Independent viability opinion: a double physical and administrative check of the site by our engineers, before any purchase or works.
Are there tax exemptions for agricultural projects?
Yes. The 2026 Finance Law encourages agropastoral production through two major land-tax advantages:
- Full exemption from the Property Tax (TPF) for land and buildings exclusively used for agriculture, livestock or fishing — office premises remain taxed.
- Temporary exemption (generally 7 years) for farms and agri-industrial units located in officially designated economically distressed zones.
What are the 2026 Property Tax brackets?
The 2026 Finance Law replaced the single 0.1% rate with a progressive scale based on the cumulative cadastral rental value of the estate:
- Up to 500 million FCFA: 0.1%.
- From 500 million to 1 billion FCFA: 0.2%.
- Above 1 billion FCFA: 0.3%.
The tax is due on 1 January and payable by 15 March, online (DGI portal or Mobile Tax via Orange Money / MTN Mobile Money). Late payment carries penalties of 10% per month, capped at 30%.
What budget should I plan for demarcating a plot in 2026?
The 2026 Finance Law halved cadastral tariffs: planimetric fees beyond 5,000 m² drop from 5,000 to 2,500 FCFA per additional are (altimetry stays at 3,500 FCFA per are). For a standard plot of about 500 m², the estimated overall budget breaks down as follows:
- Fees of the sworn surveyor (registered with the Order): 300,000 to 500,000 FCFA.
- Visit of the consultative commission (logistics): 50,000 to 100,000 FCFA.
- File fees, fiscal stamps and administrative costs: 20,000 to 40,000 FCFA.
- Estimated total (excluding registration levy): 370,000 to 640,000 FCFA.
Two points of vigilance: the 2026 law strictly forbids unauthorised duplication of technical documents (demand originals), and the demarcation report must be signed by all parties — you, the seller, the surveyor and the local authorities.
What are the steps to obtain a definitive land title?
Direct registration comprises four main steps:
- The technical file: a sworn surveyor draws up plans and calculations, endorsed by the Departmental Head of the Cadastre — 2 to 4 weeks, 350,000 to 600,000 FCFA.
- The consultative commission visit: chaired by the Sub-Prefect, it checks the boundaries, the absence of disputes and the development of the land, then signs the demarcation report — 1 to 3 months, 50,000 to 150,000 FCFA.
- Filing and publication: transmission to the Land Registry, an official notice opening a 30-day opposition window, and online payment of the registration levy (2% of the land value) — about 2 months.
- Title establishment: with no opposition, the Land Registrar records the plot in the Land Book and issues the title duplicate — 1 to 2 months.

Diaspora & investors
How do you support the diaspora?
Investing in Cameroon from abroad exposes you to poor visibility and mismanagement risks. Agrovita acts as your technical trusted third party on the ground:

What is the "independent viability opinion"?
It is a complete audit carried out by our engineers on behalf of an investor, generally within pathway PT-01. It answers rigorously and neutrally the question: "are this land and this project idea viable enough to receive my investment?"
The opinion examines soil agronomy, topography, economic viability, access to infrastructure and administrative compliance — a neutral report, enforceable against third parties, to decide as an informed investor before committing any capital.
Financing & bankability
How do you make an agricultural project genuinely bankable?
Writing a business plan is not enough: banks reject most agricultural files for lack of technical rigour and compliance. Our files are structured on the funders' own frameworks:
- OHADA: legal structuring, security-interest management and escrow accounts with disbursement on technical sign-off.
- MINADER: alignment with the national agricultural policy and eligibility for subsidies and support programmes.
- ANOR: Cameroonian quality standards integrated from the design stage.
- ESG criteria: environmental and social clauses required by international funders.
Which financing bodies do you target?
Our financial engineering deliverables are modelled on the formats of the major windows active in Cameroon:
- BC-PME, for its FINAGRO and PIISAH windows (agropastoral investment credit).
- The ACEFA programme, for technical advice and co-financing of production investments.
- The CamCCUL network, for community-based agricultural microfinance.

Do you guarantee that the loan will be granted?
Out of engineering ethics, no serious consultancy can guarantee a loan: the decision belongs exclusively to the institution's credit committee.
What we do guarantee is your file's compliance and technical adequacy with their requirements: every risk translated into a CAPEX, OPEX or working-capital line in FCFA, a consistent financing-by-use plan, and the discipline of milestones with funds secured in an OHADA escrow account — disbursement on technical sign-off. That is how a file eliminates the recurring grounds for rejection.
What is an "Agrobancable" project?
An Agrobancable project goes beyond the theoretical business plan: it is an engineering label guaranteeing that the project integrates the safeguards demanded by credit committees. Three pillars found it:
- Regulatory and legal compliance: OHADA (security interests, escrow accounts), ANOR (quality), MINADER land and phytosanitary requirements.
- Technical and operational viability: robust feasibility studies, secured yields, controlled sourcing, properly sized facilities.
